Province of Milan

The main goal of the Department “Welfare, Third sector and Support for disability and fragility”  of the Province of Milan is to guarantee to all citizens, Italian and foreign inhabitants, a fair access to social services.  

To this end, the Department addresses its institutional activities with the aim of: promoting and supporting social projects intended for the quality of life’s improvement, the social integration and the immigration policies’ enhancement, in collaboration with the private third sector; protecting persons with disabilities, sustaining families with children, both Italian and foreign, through the local services’ empowerment and innovative projects tailored for children and adolescents. Moreover the sector promotes a number of activities for the elderly and their care; it works closely with the Regional Supervising Unit of Prisons’ Administration and the directorates of all the local prisons to improve the living conditions of both staff and convicts; it strengthens the composition of the “private social" organisations, which represent a fundamental part of the not-for-profit world (Third Sector) as a source of great stimulating impetus to boost innovation in different fields in the Lombardy region.

The “Training for welfare and third sector professions”  Area in particular is committed to promoting the continuous training of workers in the social welfare and health services, by networking experiences and models of innovative interventions in this context. His strengths’ points are: a constant education, the enhancement of work experiences, the tutoring towards the welfare system’s changes.  The proposed initiatives are collected in the Training Plan, a useful tool to link up the municipalities, the territorial areas, the local health authorities and the private social sector, in an conjoint effort to structure the activities on several levels, from the initiatives of study and training/intervention on the social phenomena particularly relevant to the training on specific subject areas. The actions are normally carried out within the premises of the Province of Milan or organized within the territory of the Province.

In the development of new skills and decision-making competences designed for local actors operative in the welfare area, the Sector aims at enhancing “research-active intervention initiatives” to strengthen an integrated approach of social policies and services. One example is the “Skills and training of social management”  project, oriented at people in leading job functions within the welfare services: in order to capture and represent the current changes in the social services’ management, the action has identified the "social manager" as a 360° responsible role able to face the innovative and demanding challenges of a sector in continuing expansion, thanks to the achievement of transversal competences enriched by the professional expertise.

The Province also boasts a long history of participation to a number of international and European projects on social issues, such as: "IDEAS against Discrimination" focused on educational interventions in schools for children coming from Third countries, on citizenship rights and on the enhancement of parents’ role as a key resource to achieve academic success; “PROV – INTEGRA” to promote social inclusion and employment of third country nationals (funded in 2010 by the Ministry of Interior, under the European Fund for the Integration of Third countries nationals 2007-2013), the project “CREaTION: Corporate Responsibility Education and Training – Innovative Operative Notions”  for the integration of CSR into school curricula and training.
